With the entry into force of the Lisbon Treaty,European immigration policy becomes an element covered by full Community competence. Because of this development, unanimity is no longer required at the Council, and the procedure for co decision with Parliament is necessary.
Against this new legal background, the European Commission has presented directives designed to define:
- the procedure for applying for the issue of a single permit authorising third-country nationals to reside and work on the territory of a Member State and establishing a common pillar of rights for workers coming from third countries who reside legally in a Member State;
- entry and residence of third-country nationals for the purpose of seasonal work;
- entry and residence of third-country nationals in the framework of an intra-corporate transfer.
The ETUC believes that equality of treatment and non-discrimination must be the principles guiding these directives.
ETUC stands for fair and equal treatment for migrant and ethnic minority workers throughout Europe. The confederation calls for a coordinated EU-wide approach to managing the flow of people seeking a better life in Europe for themselves and their families.
Such an approach involves reducing illegal immigration by dismantling human trafficking networks and penalising unscrupulous employers who seek to benefit from this trade, as well as support measures for countries of origin.
