ETUC Executive Committee statement on the lack of Social Dialogue on Labour Law reform in Ukraine

Adopted at the Executive Meeting of 17-18 December 2019

The ETUC Executive Committee expresses its concerns about the perceived lack of willingness of the Ukrainian government to undertake a proper consultation process with the social partners on the Labour Law reform and pledges to raise this with the European Commission and Parliament.

We fully support the Position taken by the General Assembly of the Pan-European Trade Union Council on 16.12.2019 which was highly critical of this situation.

We call on the Ukrainian Government and Parliament to respect the provisions set out in the Association Agreement with the European Union, in particular regarding international (ILO) core labour standards, as well as the EU principle of social dialogue.

The ETUC is committed to supporting the Ukrainian Trade Unions in other joint committees and platforms set up under the auspices of the Association Agreement.

Finally, the ETUC Executive Committee requests that the ETUC Secretariat, in cooperation with the PERC, organises a mission to Ukraine, to meet all relevant institutions and further assess the situation.
